Council of Europe Publishes New Report on LGR

The Council of Europe published a new report on legal gender recognition in Europe. This is the first thematic report on the implementation of the Recommendation CM/Rec(2010)5 on measures to combat discrimination on grounds of sexual orientation or gender identity focusing on the specific LGR aspect of the Recommendation. The report welcomes progressive developments over the last ten years, however it also testifies that progress is still too slow and often hampered by anti-gender attacks.

The report has been prepared by a working group set up by the Council of Europe’s Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI), with the support of the Sexual Orientation and Gender Identity (SOGI) unit.

The report draws also from four intensive national review processes. TGEU has been actively participating, by attending relevant national roundtables as well as advising on the national and European reports.

The next thematic report to be published in 2023 is expected to focus on hate crime directed against LGBTI persons.
